Update: Regional Capacity Building Initiative

The Umatilla County Regional Capacity Building Initiative is a public-private partnership between Umatilla County and Eastern Oregon Business Source that provides technical assistance to cities and entities that support cities to enhance their grant writing and strategic planning skills.

This technical assistance improvessuccess rates and maximizes the potential to find additional funding for community and economic development, benefiting the entire region. Umatilla County has dedicated economic development funds to this program to share in the cost of the professional fees. This keeps fees reasonable for cities and 501(c)(3)s working in collaboration with cities.

Recent Program Successes:

The West County Trails Project—EOBS staff worked with the cities of Hermiston,Umatilla, Stanfield, Echo, and Umatilla County to develop a grant strategy and write grants that resulted in a grant for technical assistance from National Park Service’s Rivers Trails and Conservation Assistance (RTCA) program. This grant, valued at over $150,000, will be used to assist with the development of a regional trails plan for the West County Trails Project.

Umatilla County Emergency Management—EOBS staff helped mentor, and provide grant writing assistance for the Umatilla County Emergency Management department that led to over $72,000 worth of grants being approve to buy specialized ATVs and a Drone to assist in their work.

The City of Weston—EOBS staff developed a public relations strategy for the city of Weston as well as the white paper, “Internet Potential and Possibilities for the City of Weston.” This white paper has allowed Weston city leaders the information necessary to advocate for their city on the state and federal level.
